1939年(昭和14)、神戸市に生まれる。1957年(昭和32)から芦屋市展に出品を重ね、1965年(昭和40)には第15回具体美術展に出品し、その翌年には具体美術協会の会員になり解散まで在籍した。この時期は具体美術協会が積極的に新人獲得を進めており、同年には聴濤襄治や高崎元尚が、またその前年には今井祝雄やヨシダミノルなど11名が会員になっており、急激に組織を拡大していった時期であった。1966年(昭和41)には信濃橋画廊で、1968年(昭和43)にはグタイピナコテカで個展を開催。当時の堀尾の作品は、絵画の枠組みを打ち破ることを志向したものであった。具体美術協会解散後も積極的に活動を続け、何ものにもとらわれない自由な創作姿勢は、近年、あらためて高い評価を受けている。

Born in Kobe City in 1939. Horio exhibited repeatedly at the Ashiya City Exhibition starting in 1957. In 1965, he exhibited at the 15th Gutai Art Exhibition, and, the following year, he became a member of the Gutai Art Association, and remained one until it disbanded. With it actively recruiting new members, this was a time of sudden expansion for Gutai. Kikunami Joji and Takasaki Motonao also joined in 1966, following the inclusion of eleven others the previous year, including Imai Norio and Yoshida Minoru. Horio held solo exhibitions at Shinanobashi Gallery in 1966 and at the Gutai Pinacotheca in 1968. The artist's work at this time aspired to break out of the framework of painting. Horio has remained active, even after the disbanding of the Gutai Art Association, and he has received great acclaim in recent years for his free, unconstrained approach.
