1937年(昭和12)、大阪市に生まれる。1954年(昭和29)、大阪市立工芸高等学校日本画科に入学。1959年(昭和34)に元永定正に出会い、1960年(昭和35)に吉原治良に師事。同年に第9回具体美術展に初出品。1962年ごろよりビニール系接着材によるレリーフ作品を手掛ける。1963年(昭和38)に具体美術協会に加入、同年にグタイピナコテカで個展を開く。1966年(昭和41)にフランスに渡り、以後パリを拠点とする。1967年(昭和42)、S・W・ヘイターの版画工房アトリエ17に入門し、1969年(昭和44)、1979年(昭和54)に助手を務める。1970年代末からは、画面やボンドのレリーフを鉛筆で黒く塗りつぶすモノクロームの作品を主に手掛けている。

Born in Osaka in 1937. Matsutani entered the Department of Japanese Painting at Osaka City Kogei High School. He met Sadamasa Motonaga in 1959, and then Jiro Yoshihara in 1960. In the same year, his work was on displayed at the 9th Gutai Art Exhibition. Matsutani began creating reliefs using plastic adhesives around 1962. Joining the Gutai Art Association, he held a solo exhibition at Gutai Pinacotheca in 1963. Since Matsutani moved to France in 1966, he has been based in Paris. In 1967, he joined Atelier 17, a printmaking studio run by S. W. Hayter, whom he served as an assistant in 1969 and 1979. From the end of the 1970s onward, he has been creating monochrome works, in which he covers the surface with black pencil.
